That's content licensed under a Creative Commons Attribution license.
Of course, not everyone actively licenses their content, but if they don't name a license on the page, then it is legally assumed to be completely copyrighted. You could get into a bit of trouble if you didn't get permission first. (I will do anything to avoid legal hassle. :D )
As for blogging resources; I'm mostly subscribed to the common ones mentioned here just. Aside from that, I love Skelliewag (http://skelliewag.org). It's one of those few places where you'll actually be reading original, useful content on a regular basis. :)

I've used problogger. I think it is among the best of the best.
Helium lists itself as being for bloggers, and they have an ad "if you're a blogger write and make money". They're not really a blog site, though. On the other hand, by the time you build a bunch of articles (according to your choice of subject) you do sort of have a blog-like thing - and you earn a little money for it.

I can't believe that most people here haven't mentioned Lorelle at Wordpress (http://lorelle.wordpress.com). Even if you're not a Wordpress User, she has some of the best tips and resources about blogging. Even has a book too for new and veteran bloggers alike.
